From July 1, 2021, the Administrative Procedure Code of the Republic of Kazakhstan will come into force. In this regard, the Administration of the President of the Republic of Kazakhstan instructed to conduct training for civil servants on the explanation and practical application of the main provisions of the APСK of the Republic of Kazakhstan. Scientists and practical workers who have undergone professional training and have a corresponding trainer certificate are involved in the training process. One of the qualified trainers in the Akmola region is the associate professor of the department of jurisprudence of A. Myrzakhmetov Kokshetau University, candidate of juridical sciences Zholumbaev Marat Kopzhasarovich. The training was organized by the Academy of Public Administration under the President of the Republic of Kazakhstan, the German Society for International Cooperation (GIC), the Ministry of Justice of the Republic of Kazakhstan. Online training in real time through Zoom is interactive lectures, discussions, analysis of practical cases, etc. The new code is a rather unique legislative act regulating the procedure for carrying out administrative procedures, internal administrative procedures of state bodies, as well as the procedure for resolving disputes in the field of public legal relations. Previously, such a code did not exist in Kazakhstan. It is expected that the adoption of the APCK will lead to an increase in the transparency and efficiency of the activities of state bodies, the consolidation of guarantees for the protection of the rights of citizens and business in the process of decision-making by state bodies and when considering disputes with state bodies in a higher authority and the court, reducing corruption risks and the burden on the judicial system.
